I loved Arrow's Hell.   This is book two in the Wind Dragons series.  This book focuses on Arrow and Anna.   I think you may be okay reading this one without reading book one first but I would strongly suggest you read book one first.   In book one you get a little background on the MC club and Arrow which enhances this book.
Arrow has been through hell and blames himself for some thing that happened.   He also has done some things that are not very nice.  Rake, Arrow's MC brother has a sexy, sassy, smart sister, Anna.   Anna and Rake didn't have a great childhood and their father wasn't around.  Rake brings her to the club.  He has the guys make sure she is safe.  Anna likes Arrow but he's closed off.   There is definitely chemistry between them.    It was great to read and Arrow's walls fall down.  
There are some great and surprising twists in this story.   I loved that when I has hit with a twist I was really surprised.   It was great to read a story that was not predictable and it keep me guessing what was going to happen next.
